No, it's a good decision from AI point of view. The puppet China can support troops on the landmass better then a Japan, because of bad infrastructure and shipping (and whatnot) is a bit of a problem as well. Plus, 50% of surplus resources (more then when annexed) get handed over to Japan at free diplomacy cost. The only thing you will gonna miss is the very low amount of IC, Leadership and manpower point. And that's very low. It's like having full exploitation occupation policy when at state of war. If you wanna get the full effect of a foreign country, you need to use "Collaborative government" option under Occupation Policy.

And besides, AI is programmed to Puppet anyway.

Well I will annex it all anyways, and when I am going to do that I expect whole Asia to be speaking Russian and learning about the ideals of Marx and how great of a leader am I.

There's an additional bonus to puppets if you can keep their forces from joining the front-lines. If you can leave them in your rear, then they can act like a police force and reliably quash any rebellions that may come up in occupied territory, freeing up your attention to bashing in communist heads without having to worry about those durned partisans.

Still, the way they treat supplies is so worth the puppeting as long as you're connected to their territory. Basically, you calculate supplies from your puppet's capital, then you teleport the deficit to their capital from yours using top secret quantum tunneling technology.

The world:
-Japan started expanding in Asia, Draakon and Tryteyker can say something more about that.
-Aggressors of UK attacked the peaceful nation of Germany and it's equally peaceful ally Italy, the French made a bold move and moved past the Maginot line, but they got dealt with once the Poles in the east were pacified .
-Strang took Spain and drew bad pictures around :D

As USSR:
-We have accepted our brother Latvian, Estonian, Lithuanian, Pole, Romanian and Fin requests to join our glorious nation. These friendly and peace loving nations are united once more.
-Looking forward for new countries to voluntarily join our prosperous State.

Major Events in the world showed their mark in US politics this year.
With War breaking out in Europe, the populace has been getting more wary of the actions of other Nations, which has led the Government to enforce laws that reflect that.
The US will be ready to defend itself against foreign aggression when the time comes.
As it is right now, most still think that this aggression will come from our southern Neighbor, Mexico and Military Officials have begun planning a preemptive demilitarisation of the neighbouring aggressor.
